The best PR agency for your startup is the one that has recently placed companies like yours with the reporters you need, and lets you leave when it stops working.
Published rankings rarely measure that. Most count size or reviews, some sell the top spot outright, and AI assistants repeat whatever they find.

Who is the best PR agency
Every list answers a different question.
League tables rank by fee income, directories by reviews with paid positions on top, and none asks whether an agency can place a seed-stage company in the trade newsletters its buyers read.
AI assistants do not settle it either. Across 48 answers we collected in September 2026 they named 110 brands, 72 of them only once.

How are PR agency rankings made
Knowing the mechanics helps you read any list.
A ranking you read in an AI answer is often one someone else wrote first, because the engines cite directories such as clutch.co and designrush.com more often than anything else.

Red flags when choosing a PR agency
Clients who hired agencies, and reporters on the receiving end of their pitches, describe the same failures in public reviews and posts.
Each one is cheap to check before you sign and expensive to discover in month four.
- Guaranteed placements. A founder wrote that seven months of a digital PR retainer bought "no results beyond a handful of paid for clickbait" articles. Guaranteed coverage is usually paid coverage.
- Reports padded with reprints. Ask how syndicated copies are counted before the first report arrives.
- Renewal traps. One contract renewed "automatically unless canceled at least three months before the end date." Diary the notice date the day you sign.
- AI-written pitches. Editors pick about one machine-written pitch in ten, as covered on AI PR agency.
- Volume as a selling point. "I block like five to 10 PR people a day," a newsletter writer posted.
- Retainers with no link to results. "Startups want to pay for results, but PR agencies want to work on retainers." The proposal should still say what you get by month three.

An agency that answers the first two without hesitation usually has nothing to hide on the rest.

How do you report results, and how do you count syndicated or reprinted copies. 7. What will we have by the end of month three if things go well, and if they go badly. 8. What is the minimum term, and when must we give notice to avoid a renewal. 9. Who keeps the media list and drafts if we leave. 10. What kinds of work do you turn down.

What are the big 4 PR firms
The phrase usually meant four holding groups, WPP, Omnicom, Publicis Groupe and Interpublic, which own most large PR networks. The list has changed.
Omnicom, which owns FleishmanHillard among other networks, completed its purchase of Interpublic in November 2025, so older lists of four are out of date. Their PR networks sell multi-market retainers, so ask any of them for the minimum retainer and who would run your account day to day.

What are the big 4 PR firms?
