The field has a shared standard in the Barcelona Principles, and AMEC's evaluation framework turns that standard into steps.

What is PR measurement

It is the link between PR activity and a business result.

A good plan starts from what you set out to achieve and ends with what actually changed.

PR effects are indirect, so nobody traces every path.

What measurement can show is a credible chain from work to result, with numbers anyone can check.

Why is PR hard to measure

Because the easy numbers are the wrong ones. Counting sent pitches or raw mentions takes a minute and proves nothing.

One founder reviewing a PR service put it plainly, "no measurable impact on any metrics anyone would actually care about".

What are the Barcelona Principles 4.0

AMEC, the international association for communications measurement, published version 4.0 in June 2025.

It is the fourth version since 2010, and its seven principles now open with objectives.

For a small company the first and the fifth do most of the work. Paraphrased, the seven read like this.

  • Set clear, measurable objectives before you plan or measure anything.
  • Define every stakeholder audience you need to reach and understand it.
  • Apply measurement to every relevant channel you use.
  • Combine qualitative analysis with quantitative.
  • Do not use advertising value equivalents. Judge communication by its outcome and impact.
  • Report outputs and outcomes as well as impact on the organisation and its audiences.
  • Be open about the data and methods behind the numbers, including any technology used.

What is the AMEC integrated evaluation framework

The framework turns the principles into seven stages, each asking for different evidence.

Most PR reports stop at outputs, which sit in the middle of the chain. Outputs are what others can see.

Outcomes are what the audience did differently, and impact is the result for the organisation, where PR can claim a contribution rather than full credit.

How to set a PR goal you can measure

The first principle asks for the goal before anything else, and most weak reports fail right there. More awareness cannot be measured.

Write it with the person who owns the budget, so that the founder holds PR to the same target as the sales lead.

How often should you report on PR results

Activity moves week by week and results month by month. Impact needs a quarter before it shows.

Keep old reports in the same structure, because a year of them tells you which kinds of stories kept paying off.

Why is AVE not a valid PR metric

AVE, advertising value equivalency, prices a story as if it were an ad of the same size.

Agencies often resell it as earned media value.

The Barcelona Principles have rejected it since the first version, and principle five of version 4.0 calls it an invalid measure.

If a board wants money, show cost per original story or per qualified lead.

  • An article is not an ad, so the ad price says nothing about its effect.
  • The number grows with page size, not with buyers reading.
  • Reprints on aggregator sites inflate it.
  • A negative story scores the same as a positive one.

What goes in a monthly PR coverage report

A report worth reading fits on two pages. Leave out AVE and potential reach.

Impressions summed across outlets go too, since they make the report longer and less trusted.

  • The goal and three KPIs, this month next to last month.
  • Original stories. One line per story. The link goes first, and the line also notes which message the story carried.
  • Reprints on a separate line. Never added to the story count.
  • New linking sites. Articles and reviews that now link to you.
  • AI answers. Which buyer questions name you, and which pages were cited.
  • What did not work. Pitches with no reply, and why.
  • Next month. Two or three planned stories.

How to measure PR impact on traffic and leads

Attribution in PR is partial, so combine several light signals.

None proves impact alone, yet together they make a case a finance team can follow.

  1. Referral traffic

    Visits from each outlet, per story.

  2. Branded search

    Four weeks before a story against four weeks after.

  3. Tagged links

    Wherever you control the link, such as a podcast bio.

  4. A source question

    One where-did-you-hear field on demo and job forms.

  5. AI citations

    A story cited by assistants keeps working after the news cycle.

Outcome
The next quarter's report was shorter and less impressive on paper, but each line could be checked with a link or a form entry.

What founders ask about PR reporting

How do you measure PR?

Set a business goal first. Count the stories, then check what readers did, such as visiting from an article or searching your name. Leads that mention the coverage are the strongest sign of impact.

What is a PR coverage report?

A dated list of every original story in the period with its link and the message it carried. Reprints go on a separate line, followed by a short note on what changed.

What is earned media value?

It is an estimate of what coverage would have cost as advertising. The measurement body AMEC says AVEs are not the value of communication, so it is best left out.
